Dr Sally Campbell
Personal Profile
Founder & Clinical Director, MindfulLink
Educator | Researcher | Positive Behaviour Support Practitioner | Inclusion & Behaviour Consultant

Dr Sally Campbell is the Founder and Clinical Director of MindfulLink. With more than 25 years of experience spanning education, school leadership, disability, behaviour support, research and organisational development, Sally's work is grounded in a central principle: people cannot be understood separately from the environments and systems in which they live, learn and participate.
Her career has taken her from classrooms and school leadership to doctoral research, Positive Behaviour Support and complex behavioural practice. This breadth of experience enables Sally to work across the individual, classroom, organisation and system levels—connecting evidence with the realities of everyday practice.
Education, Inclusion & Leadership
Sally began her professional career in education and has extensive experience as a teacher and school leader, including senior school leadership.
Her experience across mainstream and special education has shaped a longstanding interest in students whose needs do not fit comfortably within conventional educational systems—particularly students experiencing disability, neurodivergence, complex behaviour, disengagement or barriers to successful participation.
Sally's approach to inclusion extends beyond where a student is educated.
She considers whether students have genuine opportunities to belong, participate, engage, learn and experience success, and examines the environmental and systemic factors that can either enable or prevent this.
Today, Sally works with schools, educators and education organisations to support:
-
inclusive education and whole-school practice
-
complex behaviour and student engagement
-
Positive Behaviour Support within educational environments
-
individual student and classroom consultation
-
functional and ecological approaches to understanding behaviour
-
professional learning and staff capability development
-
leadership consultation and strategic problem-solving
-
organisational and systems review
-
reducing exclusionary and restrictive responses
-
sustainable implementation of inclusive practice.
Her work recognises the considerable complexity facing contemporary schools. Rather than offering prescriptive solutions, Sally works alongside educators and leaders to understand their context and develop approaches that are evidence-informed, practical and sustainable.
Research & Academic Practice
Sally's professional practice is strongly informed by research and by a longstanding interest in understanding the complex relationship between individuals, the environments in which they participate, and the wider systems that shape their experiences and outcomes.
She holds a PhD from The University of Queensland, where her doctoral research examined student engagement and achievement through an ecological and behavioural lens. Her research explored engagement not simply as an attribute of the individual student, but as an outcome shaped through the interaction of personal, relational, environmental and systemic factors.
This perspective challenged deficit-based explanations of disengagement that locate difficulty primarily within the learner. Instead, Sally's research considered how the organisation of educational environments, relationships, expectations, opportunities for participation and wider contextual influences can contribute to—or protect against—disengagement.
A significant influence on her academic thinking has been ecological systems theory, particularly the understanding that development and behaviour emerge through repeated interactions between individuals and the people, environments and systems surrounding them. This provides an important theoretical bridge between Sally's educational research and her later work in Positive Behaviour Support.
Her research interests extend across:
-
student engagement, participation and achievement
-
educational inclusion and exclusion
-
ecological and systems approaches to behaviour
-
Positive Behaviour Support in educational environments
-
relational influences on behaviour, learning and participation
-
functional and contextual understandings of complex behaviour
-
neurodiversity and barriers to educational participation
-
school environments and organisational practice
-
risk, restrictive practices and least-restrictive approaches
-
implementation and sustainability of evidence-informed practice
-
measurement of behavioural, participation and quality-of-life outcomes.
-
Translating Research into Practice
Central to Sally's work is the translation of research into practice.
She is particularly interested in the gap that can develop between what evidence tells us should improve outcomes and what is practically achievable within complex real-world systems such as schools, families and disability services.
Her approach therefore combines academic evidence with systematic assessment, professional judgement and detailed understanding of context. Rather than adopting interventions because they are fashionable, familiar or theoretically attractive, Sally examines the evidence supporting an approach, the mechanisms through which it is expected to work and whether the environment is capable of implementing and sustaining it.
This emphasis on implementation is particularly important within education and behaviour support, where outcomes rarely depend upon a single intervention. They emerge from interactions between the individual, relationships, professional practice, organisational structures and the consistency with which support can be maintained over time.
Developing Practice Through Research
Sally continues to apply a research-informed approach to the development and evaluation of MindfulLink's practice frameworks.
This includes work exploring how ecological assessment, relational practice, functional understanding of behaviour and structured approaches to risk can be integrated to provide a more comprehensive understanding of complex behavioural presentations.
A particular area of interest is how behavioural and environmental information can be translated into meaningful measures that support professional decision-making without reducing complex human behaviour to simplistic scores or categories.
This work informs the continuing development of MindfulLink's assessment, risk and practice frameworks and its approach to professional learning, clinical governance and organisational consultation.
Research, Evaluation & Collaboration
MindfulLink's developing education and consultancy work also creates opportunities for collaboration with schools, education organisations and academic partners.
Sally is interested in partnerships that allow organisations to move beyond asking whether an initiative has been delivered towards examining whether it has produced meaningful change.
This may include research and evaluation relating to student participation, engagement, behaviour, inclusion, staff capability, implementation fidelity, organisational practice and longer-term outcomes.
Her aim is to maintain a reciprocal relationship between research and practice: using evidence to strengthen professional practice while using the complexity of real-world environments to generate better questions for research.
Positive Behaviour Support & Complex Behaviour
As a Positive Behaviour Support Practitioner and Clinical Director, Sally has extensive experience working with complex and high-risk behavioural presentations.
Her clinical practice includes Functional Behaviour Assessment, Comprehensive Behaviour Support Planning, ecological assessment, risk analysis and the development of proactive approaches designed to improve quality of life and reduce reliance on restrictive practices.
Sally's approach moves beyond simply asking how a behaviour can be stopped.
Instead, she asks:
Why is this behaviour occurring?
What is the person communicating or attempting to achieve?
What is happening within the environment around them?
What needs to change to make successful participation more possible?
This functional and ecological perspective is equally relevant within disability services, homes, classrooms and wider organisational environments.
From Individual Behaviour to Systems Change
A consistent theme throughout Sally's career has been an interest in the systems surrounding people.
Individual interventions can achieve important outcomes, but sustainable change frequently requires changes to environments, relationships, professional practice and organisational systems.
Through MindfulLink, Sally therefore works at multiple levels—from individual behavioural consultation through to professional learning, leadership development, organisational review and systems-level consultancy.
She supports organisations to strengthen:
-
clinical and professional governance
-
risk management and decision-making
-
workforce capability and supervision
-
evidence-informed practice
-
outcome measurement
-
quality and regulatory frameworks
-
reflective practice and professional accountability
-
organisational systems capable of sustaining high-quality support.
Her work bridges individual practice and organisational development, helping organisations translate evidence and principles into systems that work in everyday environments.
The MindfulLink Approach
Sally's work has contributed to the continuing development of MindfulLink's ecological and relational approach to behaviour support. This work brings together Positive Behaviour Support, ecological systems thinking, relational practice, structured assessment and risk governance to provide a more comprehensive understanding of complex behaviour.
At its centre is a straightforward proposition:
Behaviour does not occur in isolation.
Understanding behaviour requires understanding the person, their relationships, their environment and the systems surrounding them.
Effective support therefore requires more than changing behaviour. It requires creating environments in which successful participation becomes more achievable.
Professional Learning & Consultancy
Sally provides consultancy, professional learning and strategic support to schools, disability organisations, professional teams and leadership groups. Professional learning can range from focused workshops to longer-term programs incorporating consultation, coaching, observation and implementation support.
Areas of expertise include inclusive education, Positive Behaviour Support, complex behaviour, functional approaches to behaviour, ecological assessment, student engagement, organisational capability, risk governance and sustainable systems development.
Sally is particularly interested in working with organisations seeking to move beyond short-term responses to complex behaviour and develop deeper, organisation-wide capability.
Animal-Assisted Learning
Sally has also maintained a longstanding interest in the role animals can play in engagement, relationships and learning.
She was an early adopter of therapy dogs within educational environments and continues to explore carefully structured animal-assisted approaches, including Equine Assisted Learning.
This work reflects the same principles evident throughout her wider practice: relationships, environment, meaningful participation and opportunities for individuals to develop confidence and capability through experience.
